Building reliable, affordable energy systems that strengthen security and expand human opportunity
For much of the last century, energy security was understood primarily as access to fuel.
Today, that definition is no longer enough.
Electricity powers nearly every part of modern life: communications, healthcare, transportation, water systems, financial networks, manufacturing, homes, and the digital infrastructure behind artificial intelligence.
As the world becomes more electrified, energy is becoming more than a utility.
It is the foundation upon which opportunity is built.
And that creates an extraordinary opportunity for American leadership.
If we can help build energy systems that are reliable, affordable, resilient, and increasingly sustainable, and if we can do it through cooperation rather than isolation, we can do more than strengthen national security.
We can expand human opportunity on an extraordinary scale.
Affordable, reliable energy gives people the ability to do things that are otherwise impossible.
A small business can stay open longer.
A farmer can irrigate crops and preserve food.
A student can study after dark and access the internet.
A hospital can operate reliably.
A factory can create jobs.
A community can develop clean water systems.
A family can safely heat or cool its home.
Electricity is not simply about keeping the lights on.
It is about giving people the ability to build better lives.
Reliability Is the Foundation
An energy system cannot be considered successful if it fails when people need it most.
During extreme heat.
During wildfire.
During storms and floods.
During cyberattacks.
During geopolitical disruptions.
Hospitals must continue operating. Water must continue flowing. Communications must remain available. Businesses need to function. Families should not have to wonder whether the infrastructure supporting everyday life will disappear during the next emergency.
Reliability must therefore remain the foundation of energy policy.
The transition toward cleaner energy should continue, but generation targets alone are not enough.
What matters is whether electricity is available when and where people need it, and whether they can afford it.
That requires looking at the entire system: generation, transmission, storage, distribution, demand management, cybersecurity, backup capacity, and the ability to recover quickly when something fails.
But there is another measure of success that deserves equal attention:
How many more people can participate in the modern economy because reliable energy has become available to them?
That should be one of the central questions of energy policy.
Build a Portfolio, Not an Ideology
Energy debates too often become arguments about individual technologies.
Solar or nuclear.
Wind or natural gas.
Centralized generation or distributed energy.
These debates can miss the larger question:
What combination of resources gives people the most reliable, affordable, sustainable, and resilient energy system?
Different places will arrive at different answers.
A country with abundant geothermal resources should use them. A region with exceptional solar potential should develop it. Hydroelectricity may play a major role in one country and almost none in another. Nuclear energy may make sense where the infrastructure, economics, regulatory environment, and public support allow it.
Storage, demand management, distributed generation, and emerging technologies will continue changing what is possible.
Energy policy should therefore remain technologically open while being uncompromising about outcomes:
Reliability.
Affordability.
Safety.
Resilience.
Economic opportunity.
And increasingly, lower environmental impact.
The objective should not be to make one technology win.
The objective should be to make the energy system work, and make it accessible to as many people as possible.
The Grid Is Becoming Strategic Infrastructure
Producing electricity is only part of the challenge.
We also have to move it.
Around the world, electricity demand is expanding faster than many grids were designed to accommodate. New renewable projects wait for connections. New industries and data centers require enormous amounts of power. Aging transmission infrastructure faces growing physical and digital threats.
The grid is therefore becoming one of the most strategically important infrastructure systems of the twenty-first century.
Modern grids need greater transmission capacity, better monitoring, stronger substations, advanced sensors, predictive maintenance, cybersecurity, and the ability to isolate failures before they cascade across large regions.
But this is not only a technical challenge.
It is an economic opportunity.
Building modern energy infrastructure creates jobs, develops skilled workers, strengthens local industries, and provides the foundation for new businesses and technologies.
For emerging economies especially, expanding the grid can mean expanding the economy itself.
Resilience Should Be Distributed
A resilient system should not depend on preventing every failure.
It should also be capable of containing failure when it occurs.
Hospitals, water systems, emergency shelters, communications infrastructure, military facilities, and other essential services should increasingly be able to maintain critical operations even when the broader grid is disrupted.
Microgrids, local generation, storage, backup systems, and the ability to temporarily operate independently can create layers of resilience.
A wildfire should not have to disable every essential service in its path.
A cyberattack on one part of a network should not necessarily bring down an entire region.
A storm damaging transmission infrastructure should not leave hospitals and water systems powerless.
Resilience comes partly from redundancy.
And sometimes the system that is most efficient under normal conditions is not the system that is most resilient during extraordinary ones.
Good planning must account for both.
Affordability Is Energy Security Too
Reliability means little if people cannot afford the electricity being delivered.
Energy policy therefore cannot be evaluated only by megawatts, emissions, or infrastructure investment.
It must also be evaluated at the kitchen table.
What are families paying?
Can a small business absorb rising electricity costs?
Can an elderly person safely cool a home during extreme heat?
Can manufacturers remain competitive?
Can a developing country afford enough electricity to power its growing cities?
These questions are not secondary.
They are central to energy security.
Affordable energy is one of the most powerful tools available for expanding economic opportunity.
When electricity becomes more affordable and reliable, businesses can invest. Workers become more productive. Children have greater access to education. Healthcare improves. Manufacturing becomes possible. Digital services expand.
Energy can become a pathway out of poverty.
This is why the United States should work with other countries to drive down the cost of reliable energy, not simply by exporting a particular technology, but by encouraging innovation, competition, investment, knowledge sharing, and cooperation across many technologies.
The cheaper we can make reliable energy, the more people we can bring into the modern economy.
Energy Independence Does Not Mean Isolation
The renewed focus on energy security has understandably encouraged countries to examine their dependence on foreign fuels, technologies, minerals, and equipment.
Greater domestic capability can strengthen resilience.
But complete energy independence is neither realistic nor necessarily desirable for every nation.
Modern energy systems depend on global supply chains for transformers, semiconductors, batteries, critical minerals, turbines, software, specialized equipment, and technical expertise.
The answer should not be isolation.
It should be resilient interdependence.
Countries should understand where their vulnerabilities lie, diversify critical supply chains, maintain appropriate domestic capacity, and build dependable relationships with trusted partners.
And where countries can collaborate to reduce costs and accelerate innovation, they should.
A transformer manufactured in one country can help electrify a community in another.
A battery technology developed in one nation can strengthen transportation and grid resilience somewhere else.
An engineering breakthrough can improve an energy system on the other side of the world.
We should build an energy ecosystem in which innovation and capability can move across borders while countries remain secure and resilient.
Energy Can Expand Global Opportunity
Billions of people still aspire to the energy access, economic opportunity, and living standards that many wealthier countries take for granted.
That aspiration should be welcomed.
Many emerging economies are not simply replacing an existing energy system.
They are building one.
They need electricity for homes, schools, hospitals, farms, factories, transportation, communications, and growing cities. They need to create jobs, attract investment, and build industries, while also confronting environmental and climate challenges.
We should not ask countries to choose between development and sustainability.
We should work together to make sustainable development more affordable and practical.
America can contribute technology, capital, engineering expertise, research, education, and entrepreneurial experience.
Other countries bring their own resources, local knowledge, workers, markets, institutions, and innovations.
Universities can collaborate.
Businesses can form joint ventures.
Engineers can train engineers.
Investors can help finance local industries.
And local workers should gain the skills necessary to operate, maintain, adapt, and eventually expand what is built.
The objective should not be permanent technological or financial dependence.
Energy investment should create local capability and, where practical, local industry and ownership.
That also means recognizing that knowledge does not travel in only one direction.
Countries developing distributed energy with limited infrastructure may discover approaches that wealthier countries can learn from. Nations with abundant geothermal, solar, hydroelectric, or other resources may develop expertise valuable far beyond their borders. Communities accustomed to operating resilient systems with fewer resources may solve problems differently.
Innovation does not belong to one geography.
Energy knowledge should move in every direction.
That is how energy investment becomes more than infrastructure.
It becomes capability.
And capability creates opportunity.
Our Grids Are Connected to Our Security
There is another reason international cooperation matters.
Energy threats increasingly cross borders.
Cyberattacks can originate thousands of miles from the infrastructure they target.
Supply-chain disruptions in one country can delay grid projects on another continent.
Extreme weather can simultaneously affect energy production, transportation, food systems, and international commodity markets.
Physical attacks on infrastructure can create regional consequences.
And interconnected grids themselves can transmit both electricity and instability across borders.
Countries therefore need mechanisms for sharing information, equipment, technical expertise, cybersecurity intelligence, and emergency assistance before crises occur.
The time to establish those relationships is not after the lights go out. It is before.
From Energy Policy to Human Opportunity
For years, energy discussions have often been framed around competing priorities:
Security versus affordability.
Development versus sustainability.
Domestic interests versus international cooperation.
We should stop treating these objectives as mutually exclusive.
Energy policy is industrial policy.
It is economic policy.

Affordable, reliable energy creates the conditions for people to improve their lives.

How many businesses can open?
How many hospitals can operate?
How many communities can gain access to clean water?
How many people can participate in the modern economy?
Those are the outcomes that ultimately matter.
Build for the World That Is Coming
The world is becoming more dependent on electricity, not less.
Artificial intelligence will require enormous computing infrastructure.
Transportation will become increasingly electrified.
Cooling demand will grow.
Manufacturing will evolve.
Digital services will reach more of humanity.
And billions of people will understandably seek the opportunities and living standards that wealthier societies already enjoy.
We should welcome that aspiration.
The goal should not be to tell people in developing countries to consume less so that the rest of the world can maintain its advantages.
The goal should be to innovate enough, invest enough, and cooperate enough to make prosperity more accessible.
If we make reliable energy more affordable, we make economic development more accessible.
If we make energy systems more resilient, we make communities more secure.
If we exchange technology and expertise, we accelerate innovation.
And if international investment builds local capability rather than dependency, stronger energy systems can help create stronger economies and stronger societies.
Different nations will choose different energy paths.
But the fundamental objectives can be shared:
Build reliability. Keep energy affordable. Diversify supply. Modernize grids. Protect critical infrastructure. Invest in resilience. Encourage innovation. Exchange knowledge. Build local capability.
Energy security in the twenty-first century will not come from any single technology or any single nation.
It will come from building systems strong enough to withstand disruption, flexible enough to evolve, affordable enough to expand opportunity, and connected enough that countries can make one another more resilient.
The goal is not simply cleaner energy.
It is affordable, reliable energy that gives people the power to build better lives.
And if America can help make that possible, its contribution will extend far beyond securing energy for itself.
It can help build the energy foundation upon which people around the world can create businesses, strengthen communities, expand opportunity, and build more prosperous futures.
